Notice to the department shall not apply to a motor vehicle transferred pursuant to Chapter 13, to a motor vehicle transferred pursuant to documents creating a lien or other security interest in the motor vehicle. If this is a transfer to create a lien or other security interest in the vehicle and you are a Designated Agent of the department you can proceed by submitting an application to record a lien through ALTS.
